Linda Kochmar has demonstrated exceptional community leadership in Federal Way for over two decades, leveraging her extensive experience in public service and utility management in every role she undertakes.
As the current President of the Federal Way City Council since 2022, and a former Washington State Representative for the 30th District from 2013 to 2017, Linda's dedication to her community is evident. She has also served as a Federal Way City Council Member from 1998 to 2012 and again from 2020 to the present, along with her previous role as Risk Manager for Lakehaven Water and Sewer District.
With her background as a risk manager and decades of elected experience at both local and state levels, Linda brings proven leadership, fiscal oversight expertise, and a deep understanding of utility operations to address our community's water and sewer needs.
Mayor Jim Ferrell has served Federal Way with distinction since 2014, becoming the city's first three-term mayor. With over 20 years of combined experience as a King County Senior Deputy Prosecuting Attorney and elected official, Mayor Ferrell brings proven leadership in public safety, fiscal management, and community development. His commitment to transparent governance and economic growth makes him a trusted voice in South King County leadership.
Mark Miloscia is a former public school teacher who served in the Washington State Senate from 2015 to 2019.
He represented the 30th legislative district for seven terms, from 1999 to 2013, in the Washington House of Representatives.
Federal Way City Council Member Jack Walsh’s extensive background in local government provides him with unique insight into the vital role that water and sewer districts play in our community's daily operations. His regular collaboration with utility districts highlights his community leadership.
Council Member Dovey brings decades of municipal leadership experience, including serving as Federal Way’s Mayor from 2007-2009. His deep understanding of infrastructure planning and utility operations makes his endorsement particularly meaningful.

Josh Penner serves as the Mayor of Orting and State Representative of the 31st LD. He exemplifies strong community leadership, bringing proven expertise in municipal governance, fiscal responsibility, and community service to public office.
As the current Mayor of Orting and a U.S. Marine Corps Veteran with service in Iraq, Josh is a lifelong resident of the 31st District. He has a proven record of balanced budgets, public safety investments, and tax relief, all of which reflect his commitment to effective community leadership.
With hands-on experience in municipal operations, fiscal management, and infrastructure oversight, Josh's leadership in Orting demonstrates his dedication to responsible governance and efficient public service delivery for our community's essential utilities.
Diana is best known for her work with the Historical Society of Federal Way, which published a history book on Federal Way in 2008. Other society projects include the installation of street signs bearing the original street names. She participated in the society’s relocation to the Steel Lake Annex and contributed toward launching the city’s annual Veterans Day tribute.
